Residential customers and small businesses participating in the electric aggregation program with Energy Harbor through the Miami Valley Communications Council will receive notices regarding Dynegy's recent acquisition of Energy Harbor. No action is needed on your part when these notices arrive.

You will also receive a follow-up letter from your utility notifying you that your contract with Energy Harbor is ending and you are being automatically switched over to Dynegy.  Again, no action is needed when these notices arrive if you wish to continue participating in the program.

To be clear, even though there is a new energy supplier, your electricity service will remain uninterrupted, and your aggregation rate will remain the same.

If you did not receive a letter, it is likely because you are already enrolled in a third-party program. While Energy Harbor is prohibited from reaching out to these contracted customers, you can still be a part of the program! Please call Energy Harbor at 1-866-636-3749 for more information. 

How can you tell if you are already enrolled in a third-party program? Check Page 2 of your current electric bill to view your delivery charges and your supply charges, including how much you are paying per kWh. If another provider is listed there or you are paying a rate different than the current AES rate of 10.81 cents/kWh, you will have to call that third-party provider first to end your current contract. Please ask to see a copy of your current agreement; some providers have early cancellation fees.

The Miami Valley Communications Council (MVCC) is a Council of Governments and anticipates its newly formed electric aggregation program will save residents an average of $350 a year on their energy bill.

The governing body of the electric aggregation program voted unanimously in 2023 to award a 28-month supplier contract to Harbor Energy for residential and small commercial customers at a rate of 6.57 cents/kWh. This is significantly lower than the current AES Ohio rate of 10.81 cents/kWh.

Electric aggregation gives communities better bargaining power through economies of scale. The 14 communities participating in the MVCC program represent more than 80,000 electric meters belonging to households and businesses.

Eligible customers will soon receive an opt-out letter in the mail with simple instructions to follow if they do not want to participate. This information will also be shared through newsletters, community websites and social media.

All eligible customers who do not opt-out will be added to the program. Customers can opt-out at any time with no termination fee or can join the program when existing supplier contracts expire.

Customers also have the option of paying a slightly higher rate – 6.97 cents/kWh – to purchase 100% green energy from Energy Harbor. This is offered as an opt-in rate running concurrently with the standard opt-out program.

Residents and small businesses in the voluntary aggregation programs will continue to receive monthly invoices and distribution services from AES Ohio. If they have a power outage, those customers will still call the local utility company that is providing distribution services. By participating in the aggregation program, residents and business consumers are simply choosing an alternative supplier.

Communities participating in the MVCC electric aggregation program include Centerville, Clayton, Englewood, Fairborn, Germantown, Kettering, Miamisburg, Moraine, Trotwood, Vandalia and West Carrollton. The communities of Brookville, Eaton and Union will join the program in the near future.

Participants will receive their first energy bill with prices reflecting the aggregation program in September.
